Buying waterfront in Coastal Virginia: what to check first
Flood zones, insurance, bulkheads, docks and permits — the diligence list for waterfront and near-water homes.

Water is why many people move to Hampton Roads. It also adds a diligence layer that inland buyers do not deal with.
Flood zone and elevation Ask for the flood zone designation and, when available, an elevation certificate. The zone and the elevation together drive insurance cost far more than the address alone does. Verify with current FEMA mapping and the locality, because maps get revised.
Insurance before you commit Get a real quote during your due-diligence period, covering flood and wind as well as standard hazard coverage. On some properties the insurance figure changes the affordability math more than the interest rate does.
Shoreline structures Bulkheads, riprap, seawalls, piers, docks and boat lifts are assets and liabilities at the same time. Look at age, condition and whether the work was permitted. Replacement is expensive and often requires approvals from the locality and state agencies.
Access and navigability Water frontage does not automatically mean you can keep your boat there. Depth at low tide, fixed bridge clearances and channel access decide what actually fits.
Maintenance reality Salt air is hard on mechanical systems, fasteners, decking and exterior finishes. Budget for shorter replacement cycles than you would inland.
Rules that come with the view Wetlands, resource protection areas and local ordinances can limit clearing, additions and new structures. Confirm what you can build before you buy for the plan you have in mind.
We keep a diligence checklist for waterfront and near-water purchases across Virginia Beach, Chesapeake, Suffolk and the Peninsula. Ask and we will send it.
